Can l use adplugg to place a A2 hosting afilliate ad on my pages?

I want to run an afilliate ad in my side bar on all pages using adplugg

Yes, that should work fine. If it is just an image and a link you can do it with the AdPlugg Free Plan.  If they give you a snippet of code, the AdPlugg Pro Plan allows you to paste third party ad codes in.
