Rotating ads are rotating in totally random intervals

I set the rotation interval at 10 seconds.  I have 3 ads and I was counting the interval between rotation and it's anywhere from 12 to 36 seconds.  How can I get it to be all 10 second rotations?  Since clients will pay for these spots they all need to have the same amount of time to be seen.  Thanks.

The ads rotate randomly. With only 3 ads, you have a 33% chance of getting the same ad as previously shown.

We've considered adding features for showing the ads in more of a slide show or carousel type of fashion. If this is a feature that you would like to see added, please suggest it on our Feedback and Ideas forum!

It is random and with 3 ads, there are 3 possible outcomes. You can think of it as a 3 sided die with ad 1 on one side, ad 2 on the second side and ad 3 on the third side. Every 10 seconds, the server rolls the die. The die might end up on the same side twice in a row (33% chance) which might make it seem like it didn't roll at all. If you scale this out to 10 ads (a 10 sided die), you only have a 10% chance that the die will end up on the same side twice in a row.
